ASEAN地域と日本、中国、韓国（ASEAN+3）は同じアジア地域に位置し、
共通の環境問題も多く抱えています。
また、急速に発展をすすめるアジア地域において、
環境という課題に協力して立ち向かうことが強く求められています。
ASEAN+3諸国の若者達が、これからの社会を担う世代として
深い相互理解のもと、未来を考え、共に行動することはとても重要です。

今回、ASEAN+3の国々のユースが集い、今後のこの地域の環境協力、
特に気候変動への対応について議論する「ASEAN+ユース環境フォーラム2010」が
開催されることとなりました。
このフォーラムへ、これからのアジアの環境問題に
積極的に取り組んでいく意思のある青年を大募集します。

・環境問題、東アジア諸国との連携に関して強く興味がある方
・全てのプログラムに参加可能な方

ASEAN Plus Three Youth Environment Forum 2010 (AYEF 2010) “Creating a Climate For Change”
22-25 April 2010
Brunei Darussalam

Background:
The youth makes up a large proportion of the region’s population. As citizens and future leaders, they play a very important role in shaping ASEAN in years ahead. Thus their involvement, participation and contribution in the implementation of and achieving the sustainable development agenda in the region deserve special attention. For this reason the ASEAN Plus Three Youth Environment Forum (AYEF) aims to promote and enhance the participation and cooperation of the ASEAN youth and other youths in the region in the field of long term environmental care, protection and management.

In line with the above, the forum therefore has the purpose to highlight major environmental issues and develop possible cooperative programmes in order to foster awareness on the importance of sustainable development amongst the youth in ASEAN and the world at large. The Forum also aims to build regional linkages and broaden the participatory process in the environment in ASEAN with emphasis on the youth and to stimulate youth regional environmental initiatives, in order to contribute to the vision of a clean and green ASEAN by 2015.

Theme:
The theme for this forum is “Creating a Climate For Change” The theme inculcates a sense of ownership of the environment amongst the young population of ASEAN Plus Three countries and puts emphasis on the fact that their well being as well as that of the environment lies in their hands.

Objectives:
The forum aims to promote and exchange environmental ideas and experiences amongst the youths. This Forum will enable the youths to build on and emulate the knowledge and experiences they have gained in their respective countries. Through the network established at this Forum, communication and interaction among peers in the region will be continued, and information, ideas, and experiences among youths will be shared and learned. Amongst others, the Forum aims to:

• Enhance the youths’ knowledge and understanding on current and emerging regional environmental issues and cooperative programmes • Foster a long term cooperation and collaboration amongst the youth through exchange of ideas and experiences and networking • Promote youth participation and involvement in environmental endeavors • Create a network between the youth across ASEAN, China, Japan and Korea • Help educate the youth on how results in respective environmental undertakings can best be achieved • Work towards a common environmental protection programme for the ASEAN region

Output/Deliverables:
• Measures and mechanisms to enhance ASEAN Plus Three youths’
cooperation on environment.
• An agenda and programme of activities for youths’ cooperation on environment.
• Youths’ engagement in environmental issues and development of ideas to enhance regional and national actions on environment. Youths may also initiate their own local or national projects incorporation with their governments or stakeholders.

Activities:
• Presentations on Environmental Issues
• Exchange of knowledge and views amongst the youths and speakers in bringing out diverse opinions and perspectives • Team building sessions • Country presentations on role and contribution of youth in environmental protection and management • Dialogue on opportunities and challenges for regional youth cooperation • Development of activities involving ASEAN Plus Three youths • Field trips

Dates:
• 22 – 25 April 2010

Participants
A total of approximately 120 participants (15-25 yrs old) comprising of 60 youths from ASEAN Plus Three countries and 60 youths from Brunei Darussalam will participate in the forum.

Each member country is required to produce a country paper presentation (approx. 15 mins.) in PowerPoint form. The country paper should entail the following:-
- The current status of environmental concerns including environmental issues/problems to date and best practices adopted;
- Initiatives carried by respective member country youth networks/organizations in addressing these issues/problems and;
- The importance of the role that the youth play in bridging the gap to address challenges of effective environmental management in achieving sustainable development.
- Suggestions on possible ways and means on how the youth can collaborate/ network and work together regionally to achieve the goal of sustainable development.

Travel, Food and Accommodation

The organizer will sponsor for the participation of two (2) participants (economy return airfare, accommodation and subsistence allowance) from each ASEAN Plus Three country to attend the forum and the remaining will be either though the Japan-ASEAN Integration (JAIF) Fund or on a self-funded basis. Please note that participants will also be provided with meals and transport arrangements throughout the duration of the Forum.

Programme/Speakers and Field Trips
The forum will be a combination of presentations, training, discussions and cultural experiences. There will be some changes to the programme in working towards providing a good, educational and interesting experience for participants.
